Romania’s M100 national label: strengthening Climate City Contracts

The M100 Hub is Romania’s national Mirror Mission Cities Platform, providing a coordinated framework to support cities aligned with the EU Mission for 100 Climate-Neutral and Smart Cities by 2030.

In November, during the M100 Climate Neutrality Convention in Bucharest, ten Romanian cities were awarded the country’s first national label for Climate City Contracts (CCCs). This milestone marks a significant step toward climate action that is led by cities and supported at national level.

Launched in 2023 to improve coordination between ministries, strengthen cities’ strategic capacity and mobilise local stakeholders, the M100 Platform ensures long-term support for climate action. Coordinated by UEFISCDI, it has become a central driver of Mission-aligned urban transformation in Romania.

Ten cities receive the first national CCC label

In 2024, M100 launched its first national call for cities to join the climate neutrality initiative. Ten municipalities were selected as the first “M100 Cities” by an international jury.

Over the following year, these cities developed their Climate City Contracts using approaches inspired by the EU Cities Mission and the NetZeroCities methodology. On 27 November 2025, during the M100 Convention, they received the Romanian National CCC Label, confirming their commitment and readiness to move from planning to implementation.

The national label goes beyond symbolic recognition. It gives legitimacy to city-led climate action, helps align local, national and European priorities, and supports stronger coordination between ministries, regions and municipalities. It also strengthens cities’ preparedness to attract public and private investment.

With the label awarded, the ten cities now enter the most demanding phase: implementation. The M100 Platform will continue to support them by helping translate projects into investment-ready pipelines, strengthening governance and partnerships, fostering knowledge exchange, and connecting cities to European networks such as the EU Cities Mission, NetZeroCities and CapaCITIES.
