Belgium
Belgium’s plan is led by two Flemish partners — the Knowledge Centre for the Flemish Cities (KCFC), an association of the 13 major Flemish cities, and the VVSG Climate Network, which supports 285 municipalities. It focuses on Flanders while engaging the wider Belgian ecosystem through NetZeroCities. Belgium’s four Mission Cities — Antwerp, Leuven, La Louvière and Brussels-Capital — operate across three regional policy frameworks.
KEY PRIORITIES
- Regional governance platform: Establish a Structural Dialogue Platform for Climate in 2026 to strengthen multi-level governance in Flanders.
- Collective challenge: Select one shared challenge with NetZeroCities to develop breakthrough projects or regional deals with the private sector.
- Data and finance: Strengthen data-driven climate policy, innovative financing and capacity building across the 13 Flemish cities.
THEMATIC FOCUS
- Sustainable renovations toward an emission-free housing stock by 2050 (LIFE IPBE).
- Sustainable heating, renewable energy and the Local Energy and Climate Pact.
- Green heating and energy districts — regulation, multi-layer finance and integration.
- The link between climate, vulnerable groups, housing, energy and mobility.
