Romania
Romania’s plan focuses on strengthening the Mirror Mission Cities Hub (M100) — the national platform supporting the EU Cities Mission, governed by an interministerial committee and coordinated by UEFISCDI. It combines governance consolidation, city-network expansion, strong capacity building and multi-level collaboration, moving from planning (Climate City Contracts) to implementation.
KEY PRIORITIES
- Operationalise the M100 ecosystem as a coordinated national community of practice.
- Municipal governance frameworks: Establish Climate Neutrality Offices and Transition Teams within cities.
- Capacity building: Support Transition Teams through structured training, the M100 Academy, Urban Labs and Innovation Studios.
THEMATIC FOCUS
- Peer-learning, mentoring and practice-oriented learning schemes.
- Support to transition teams as core implementation units.
- Access to funding, technical assistance and innovative procurement (EU/EEA/Norway Grants).
- Multi-level governance, data monitoring and digital tools.
